Full-Cost Recovery and Contract Courses

Full-Cost Recovery (FCR) Courses

Full-Cost Recovery courses provide units the ability to deliver courses to address the needs of a specific population of students who would not otherwise enroll at Illinois State University - without the need to contract with an outside agency.

FCR Course Eligibility and Approval Process

Contract Courses

Contract Courses provide academic units the ability to deliver courses to address the needs of a specific population of students who would not otherwise enroll at Illinois State University through partnerships with outside agencies.

There are four types of Contract Courses, two grant funded and two non-grant funded.

Grant Funded

  • Grant Pays Cost of Instruction
    Students do not pay tuition or fees, since the cost of the instruction has already been covered by the grant.
  • Grant Pays Student Tuition and Fees
    Grant pays the students' tuition and fees - grant does not pay the instructor salary. The contract course application includes instructor salary amount (based on replacement cost of instruction - see application for more information) that will be transferred to Department/School.

Non-grant Funded

  • Agency Paid
    Students are not paying tuition and fees. Agency contracts with the University to teach the course to specific population of students. Does not need to be based on exact tuition amount. Negotiated rate may exceed the cost of delivering the course.
  • Agency Facilitated
    Agency collects students' tuition (based on current rate of tuition) and fees (course materials fee (if applicable) and Student Outreach Fee) and pays the University the contracted amount to teach the course for specific student population.
